What is Special Needs Savings Scheme?
Special Needs Savings Scheme (SNSS) was developed by the Ministry of Social and Family Development (MSF) in partnership with the Central Provident Fund (CPF) Board to enable parents to set aside CPF savings for the long-term care of children with special
needs.
SNSS is not a trust but a type of CPF nomination. Under SNSS, parents may nominate their loved one with special needs to receive payouts upon the parent’s passing. Instead of a lump sum payout to your nominees when you pass on, you can specify a
monthly payout. No fees are levied and CPF monies will continue to earn interest.

How does SNSS work?
- At the point of nomination, parents can decide the amount of monthly payouts the child with special needs will receive upon the nominating parent's passing.
- The minimum monthly CPF payout is $250 for each nominated child with special needs. Parents may decide on a higher quantum.
- There is no minimum balance required in parents’ CPF account to sign up for SNSS. However, the nominating parent’s CPF savings upon his/her passing must be sufficient to support a year’s worth of payout (e.g. a minimum monthly payout
is S$250 x 12 months = S$3,000). If this condition is not met upon the parent’s passing, the CPF savings will be disbursed as a lump sum to the nominee with special needs.
- Without the SNSS nomination, a deceased parent’s CPF savings in the Ordinary, Special, Medisave and Retirement Accounts will be distributed to his/her nominee(s) as a one-off lump sum payment in cash if he/she had made a Cash nomination. If
the deceased parent did not make any nomination, his/her CPF savings will be transferred to the Public Trustee’s Office for distribution to his/her family members in accordance with the Intestate Succession Act or Inheritance Certificate
(for Muslims).
- When the nominating parent passes on, the child with special needs will receive these pre-determined monthly payouts until the deceased parent’s CPF savings are exhausted.
BOTH parents of an eligible child with special needs may apply for the scheme for the benefit of the same child.
Eligibility
The nominating applicant should be:
- The parent or an appointed legal guardian of the child with disability
- Singapore Citizen or Permanent Resident
You can nominate:
- Your child who is a Singaporean/Permanent Resident, and either
- Requires assistance in at least one Activity of Daily Living (ADL)1, or
- Attends/has attended a Special Education (SPED) school

Proof of disability must be provided using the Disability Verification Form (DVF) completed by a relevant registered Healthcare Professional. For more information on DVF, you can read our FAQs here.
Application Process
Before applying for SNSS, all applicants are encouraged to check if your child's disability status has already been verified by logging into SupportGoWhere with
your Singpass. If your child is above 21 years old and does not have Singpass, you may check his/her disability status by calling the Operator (Bizlink) at 64366635 or email to msfdisability@bizlink.org.sg.
Once your child’s disability status has been verified:
- Parents can download the SNSS application form and send the completed form to SG Enable via email to contactus@sgenable.sg, or mail it to 20 Lengkok Bahru, #01-01, Singapore 159053.
The application must be sent with copies of the following:
- Nominating applicant’s NRIC (front and back)
- Child’s NRIC (front and back) and Birth Certificate
- An eligibility letter will be issued to the nominating parent once the SNSS application is approved. Please proceed to the Central Provident Fund (CPF) Board with this eligibility letter to make the SNSS nomination.
If your child's disability status has NOT been verified:
- Parents can download the SNSS application form and
send the completed form to SG Enable via email to contactus@sgenable.sg, or mail it to 20 Lengkok Bahru, #01-01, Singapore 159053. The application must be sent with copies of the following:
- Nominating applicant’s NRIC (front and back)
- Child’s NRIC (front and back) and Birth Certificate
- Supporting document from the SPED school issued on the school’s official letterhead, stating that your child is currently attending or has previously attended the SPED school; or
- Disability Verification Form (DVF) completed by a relevant registered Healthcare Professional*
- An eligibility letter will be issued to the nominating parent once the SNSS application is approved. Please proceed to the CPF Board with this eligibility letter to make the SNSS nomination.
*Please note that a submitted DVF does not mean that your child’s disability status has been verified.
