What is GOAL+?
Gift Of A Lifetime Plus (GOAL+) is a sponsorship scheme administered by SG Enable, acting for and on behalf of Special Needs Trust Company. Under GOAL+, the Government sponsors matching donations of up to $10,000 for low- and middle-income families who
contribute within a five-year window to the new or existing Special Needs Trust account of their loved ones with disabilities.
GOAL+ is part of SG Enable’s future care planning efforts to help more families provide for the long-term care needs of their loved ones with disabilities as early as possible.
How does GOAL+ work?
- GOAL+ runs from 1 April 2026 to 31 March 2031. Caregivers of persons with disabilities with a verified disability status and who are eligible for this scheme can qualify for matching top-ups of up to $10,000
from the Government.
- Caregivers whose loved one does not have an SNT account will also receive $5,000 from Community Chest to set up one.
- GOAL+ allows for a five-year top-up window for eligible SNT accounts, so that caregivers can plan contributions to their loved one’s trust account in a more sustainable manner. Applicants are strongly encouraged to top up the trust account as
soon as practicable. Any contribution made beyond the aforementioned five years* will not be entitled to matching top-ups from the Government.

Eligibility
To qualify for GOAL+, persons with disabilities must meet the following criteria:
- A Singapore Citizen or Permanent Resident
- The family has a per capita household income (PCHI) of ≤ $3,600 (P64), or annual value (AV) of property ≤ $21,000 for households with a PCHI of $0.
- Has a permanent disability based on one or more of the following:
- Physical disability – Requires assistance with at least one of the six Activities of Daily Living (ADLs)1 due to physical impairment
- Moderate visual impairment or worse in the better eye
- Moderate hearing loss or worse in the better ear
- Intellectual disability
- Autism
Proof of disability must be provided using the Disability Verification Form2 completed by a relevant registered Healthcare Professional.
