SG Enable strengthens inclusive training and employment pathways for persons with disabilities

12 Oct 2026

New initiatives, alongside a new CET Advisory Committee, will widen access to lifelong learning and strengthen pathways to employment

SINGAPORE, 12 OCTOBER 2026 — SG Enable, Singapore’s national agency for disability, today announced a series of initiatives to strengthen and build a more inclusive training ecosystem and strengthen employment pathways for Persons with Disabilities (PWDs). Led by its Enabling Academy and supported by Skills and Workforce Development Agency (SWDA), the initiatives include the expansion of the Sector Train-and-Place programme, the extension of the SG Enable Training Grant, and the establishment of a new Advisory Committee on Continuing Education and Training (CET) for Persons with Disabilities.

The initiatives were announced at the Inclusive Lifelong Learning Festival 2026 (ILLF 2026), jointly organised by Enabling Academy, Skills and Workforce Development Agency (SWDA) and Lifelong Learning Singapore (LLSG). The event is part of the SkillsFuture Festival 2026.

Graced by Dr Syed Harun Alhabsyi, Senior Parliamentary Secretary, Ministry of Education and Ministry of National Development, the festival marked the official launch and appointment ceremony of the new Advisory Committee on Continuing Education and Training (CET) for PWDs. At the event, Dr Syed Harun delivered a speech highlighting how the Ministry of Education (MOE) and SG Enable are strengthening efforts to prepare PWDs for work during their schooling years and support them throughout their employment journey.

Together, these efforts aim to widen opportunities for PWDs to develop skills that support their aspirations, while strengthening the training ecosystem and pathways from learning to development.

Charting more pathways from training to employment

SG Enable is strengthening the link between training and employment through its Sector Train-and-Place programme (Sector TnP), which serves as a bridge between skills training and employment for PWDs. The programme brings employers, training providers and employment service providers together to support PWDs through a structured pathway, from exploring sectors and building skills aligned with industry needs, to transitioning into employment.

First piloted in the hospitality sector in 2025, Sector TnP will expand to five more industries from 2H 2026, including Food & Beverage (F&B), Logistics, Information and Communications Technology, Healthcare, Human Resources and Administration. SG Enable expects to train and support 800 PWDs through the programme between 2026 and 2030, with work-ready participants connected with employment opportunities and provided with workplace transition support for up to a year thereafter.

In the 2025 hospitality pilot, three in four participants who completed training and were work-ready secured employment.

Making mainstream training more accessible

To give PWDs more opportunities to upskill and reskill alongside the wider workforce, SG Enable will extend the 95% Course Fee Grant to PWDs enrolling in eligible mainstream training courses, in addition to SG Enable-supported courses. This will widen access to the range of skills upgrading options available to PWDs.

Training providers will also receive support through the Capability Development Grant to strengthen their educators, learning environments and curricula, and make appropriate adjustments for learners with disabilities.

Building capabilities for more inclusive learning

In addition to the grants, SG Enable has also established the Advisory Committee on CET for Persons with Disabilities, bringing together industry and sector perspectives to guide the quality, relevance, and accessibility of CET for PWDs, and to help ensure training continues to evolve alongside the needs of learners and employers.

Complementing this, the Adult Educator Capability Development Framework will provide educators supporting CET in the disability sector with a structured pathway to deepen their capabilities in supporting learners with disabilities. This will equip educators to better understand and respond to diverse learning needs, while strengthening the quality and inclusivity of learning experiences.

“An inclusive CET ecosystem is one where persons with disabilities have access to the right training and support to build their skills, pursue their aspirations and thrive in a changing workforce. The new Adult Educator Capability Development Framework and Advisory Committee will strengthen the capabilities of educators and the wider training ecosystem to better support diverse learning needs.

By strengthening support for inclusive training and creating clearer pathways from learning to employment, we are building a more connected ecosystem that enables persons with disabilities to continue learning, growing and contributing throughout their careers,” said Lee May Gee, Chief Executive Officer, SG Enable.

Opening up discovery of employment pathways for PWDs

ILLF 2026 brought together learners, caregivers, training providers, partners and wider community to explore how cross-sector collaboration can strengthen employment support for PWDs. A panel discussion brought together speakers from Bizlink, SPD, and Pan Pacific Hotels Group (PPHG) to share perspectives from across the training and employment ecosystem.

The Festival focused on three areas:

  • Independent Living Skills – Training opportunities to build greater independence and participation in daily life.
  • Work Readiness Skills – Programmes to build essential soft skills and confidence for the workplace.
  • Vocational Skills – Opportunities to experience different job roles and work environments and explore relevant training options.

Visitors took part in interactive activities, including the Sector Experiential Zone, where they tried hands-on tasks and experienced simulated work environments across Sector TnP sectors - Hospitality, F&B, Logistics and Retail. Participants also spoke with training providers and partners about courses, training pathways, and available support. The Festival welcomed students from Special Education (SPED) schools, caregivers, and members of the public.
