The Open Door Programme (ODP) is a government-funded initiative by the Ministry of Social and Family Development (MSF) and Workforce Singapore (WSG), designed to support employers to hire, train, and integrate employees with disabilities.
Under the ODP, employers can access a variety of employment support services, including the Job Redesign Grant, the Training Grant, Recruitment and Job Support Services, the Employer Development Grant, and the Inclusive Hiring Queen Bee Grant.

How the Open Door Programme Helps Employers
Job Redesign Grant
To support job redesigning efforts, including the purchase of new equipment or modifications to the work environment.
Training Grant
To subsidise disability inclusion training costs for employers and employees, as well as professional and workplace development training costs for employees with disabilities.
Recruitment and Job Support Services
To help with placement and job support of persons with disabilities, including advice from job coaches and therapists.
Employer Development Grant
To provide support for disability-inclusive employers who plan to develop internal capabilities and scale up hiring efforts of employees with disabilities.
Inclusive Hiring Queen Bee Grant
To grow the pool of disability-inclusive employers through outreach efforts, such as marketing campaigns.
Who is Eligible to Apply for the Open Door Programme?
The Open Door Programme is open to all employers who are legally registered in Singapore, with a Unique Entity Number (UEN).
How Do I Register to Be an Open Door Programme Employer?
Here are the steps to register as an Open Door Programme employer:
- Fill up the Registration of Organisation form
- Submit it to opendoor@sgenable.sg
Job Redesign Grant
What is the Job Redesign Grant?
The Job Redesign Grant supports employers by subsidising up to 90% of job redesign costs (excluding GST), capped at $20,000 per employee with disability, ensuring that employees with disabilities can perform their roles more effectively. Here are a few examples of what the Job Redesign Grant can cover:
- Purchase of new equipment
- Modification of the working environment or processes
- Job redesign consultancy costs
Qualifying Conditions
- The Employer must not have tapped into other government grants for the same project.
- The Employer must be registered as an ODP employer.
- The person(s) with disabilities hired must be a Singapore Citizen or Permanent Resident. They must be certified to have any one of the following permanent disabilities: autism, intellectual disabilities, physical disabilities, and/or sensory disabilities (e.g. deafness/hearing loss and visual impairment). The proof of permanent disability can be in the form of the latest doctor’s memorandum and/or the membership card of the Social Service Agency (SSA) providing disability services recognised by SG Enable.
- The person(s) with disabilities must have started work at the time of the Job Redesign Grant application or within 3 months from the approval of the application.
- The employment contract between the Employer and the person(s) with disabilities must indicate a contractual period of at least 1 year.
- The Employer must obtain approval for the Job Redesign Grant application from SG Enable before commencement of the job redesign project.
- All Job Redesign Grant Application Forms must be submitted by 31 March 2028 (date inclusive).
- The job redesign project must be completed within 3 months of the approval of the Job Redesign Grant application.
How to Apply
- Fill out the Job Redesign Grant Application Form and submit it to SG Enable at opendoor@sgenable.sg together with the necessary supporting documents.
- SG Enable will review the application and seek clarifications (if any) with the employer.
- Upon approval, the employer may proceed with the job redesign project.
Training Grant
What is the Training Grant?
The Training Grant aims to strengthen employers’ understanding of disability-inclusive employment practices while supporting employees with disabilities in building skills for professional and workplace development, enabling a productive and meaningful employment journey for all.
Through this grant, employers will receive course fee support for eligible employee training opportunities, as outlined below:
- Workplace Disability Inclusion Training: Employers can receive 90% to 100% of the course fee subsidies* for employees to attend SG Enable’s workplace disability inclusion training programmes.
- Training for Employees with Disabilities: Employers can receive up to 95% of the course fee subsidy for employees with disabilities to attend SG Enable-supported training programmes that enhance their workplace and professional development.
* The ‘Disability Awareness Talk’ and ‘Introduction to Disability Management’ workshops under the HIRE workshop series are fully funded. The remaining workshops under the HIRE workshop series are funded at 90% of the course fees.
Who is the Training Grant for?
The Training Grant is for employers looking to strengthen inclusive workplaces through disability inclusion training across the organisation, and to support the skills development of employees with disabilities to thrive at work.
Through the Training Grant, employers can receive subsidies for training and equipping employees, with and without disabilities, with the skills and knowledge to work together effectively.
Recruitment and Job Support Services
Recruitment Assistance for ODP Employers
Here are the types of services that employers can receive throughout the job placement and recruitment process:
- Access to the Inclusive Jobs Portal to post jobs and shortlist profiles, enhancing the employability of persons with disabilities.
- Advisory from occupational therapists and job coaches on job matching, workplace accommodation, and accessibility checks.
- Screening and profiling of persons with disabilities who are suitable for the work environment or job.
Job Support Services for ODP Employers
Upon the successful hiring of a person with disability, employers will also gain access to the following job support services:
- Job support for employers and persons with disabilities to create sustainable employment.
- Assistance in identifying potential areas of improvement to increase the productivity of persons with disabilities.
Employer Development Grant
What is the Employer Development Grant?
The Employer Development Grant aims to increase the adoption of disability-inclusive employment practices. Capped at $40,000 per employer, this grant supports organisations in building internal capabilities, expanding recruitment initiatives, and retaining employees with disabilities.
Introduced under the Enabling Masterplan 2030, this grant is part of broader efforts by the Ministry of Social and Family Development (MSF) to create a more disability-inclusive workforce. Through grants and other initiatives under ODP, MSF seeks to increase the number of employers to 10,000 by 2030, boosting the resident employment rate for persons with disabilities.
What Does the Employer Development Grant Cover?
The Employer Development Grant covers initiatives related to building and sustaining a disability-inclusive workforce, including, but not limited to, the following:
- Appointing an existing employee as an in-house job coach
- Hiring an external job coach to build up job support capabilities
- Hiring an external consultant to improve recruitment and onboarding policies and practices

Inclusive Hiring Queen Bee Grant
What is the Inclusive Hiring Queen Bee Grant?
The Inclusive Hiring Queen Bee Grant aims to expand the growth of disability-inclusive employer networks and improve job hunting opportunities for persons with disabilities. Appointed Queen Bees can claim up to $5,000 per year to cover the costs of outreach and marketing to employers in their network.
What Does the Inclusive Hiring Queen Bee Grant Cover?
The Inclusive Hiring Queen Bee Grant covers marketing and outreach efforts, including the following:
- Up to 80% of the actual cost for marketing
- Up to 100% of the honorarium, capped at $200/hour, for the engagement of speakers or subject matter experts.

Employers who hire and retain employees with disabilities will also receive wage support through the Enabling Employment Credit programme, which provides a permanent wage offset of up to 20% per month, capped at $400.
