Overall Job Responsibility
The Strategy and Planning Division's primary role is to:
- Support SG Enable (SGE) management to shape, develop and implement the strategy for SGE and the disability sector, in line with the Enabling Masterplan
- Build the disability ecosystem through thought leadership, data-driven research, and a strong understanding of the international landscape for disability services
- Enable a strong corporate governance culture in SGE by managing organisational performance and supporting the Board in its fiduciary duties
Duties and Responsibilities
Transformation Agenda & Strategic Planning
- Develop and maintain a prioritised transformation agenda for SGE, translating the 5 Year Enterprise Plan into a structured roadmap of initiatives
- Assess and evaluate competing transformation priorities across business units, facilitating leadership decisions on sequencing and resource allocation
- Plan and monitor performance of transformation initiatives across business units, establishing KPIs, tracking milestones, identifying blockers early, and escalating risks appropriately
- Provide regular, structured updates to senior management with actionable insights on progress, needs, and opportunities across the transformation portfolio
- Facilitate business units in translating strategic priorities into concrete, actionable implementation plans, ensuring coherence and alignment across the transformation portfolio
- Work with HCOD to embed change management practices that sustain whole-of-organisation buy-in for the transformation agenda
- Interface with MSF and other government agencies on disability sector strategy development and policy reviews
- Any other duties in support of the Division's work, as assigned
Qualifications, Knowledge and Experience
- Good degree in any discipline; background in public policy, strategy, business management, or organisational development preferred
- Minimum 5 years of experience in strategy planning, transformation governance, or performance management
- Demonstrated experience in shaping and managing a transformation agenda at the organisational or sector level (beyond just digital or technical implementation)
- Strong team player and able to work independently
- Strong written and verbal communication; able to synthesise complex information and present clearly to senior management and diverse stakeholders
- Experience in the social service, healthcare, or public sector will be an advantage
- Self-driven, resourceful, and able to manage multiple priorities and stakeholders simultaneously
- Proficient in MS Office applications
- Ability to perform data analytics is a plus
