Overall Job Responsibility
The Operations Policy and Data team under the Disability Support and Services Group oversees the operational strategy and operations planning for government funded disability programmes and schemes. This includes analysing, assessing and reviewing the impact of policy changes on disability services, as well as developing operational plans to ensure effective and timely implementation.
The Operations Planning team works with both internal and external stakeholders to translate policies to operational guidelines, design and implement transformative solutions to streamline processes, enhance system capabilities, and boost operational efficiency.
The Manager, Operations Planning, will be responsible for the planning and operationalisation of Ministry of Social and Family Development (MSF) funded disability programmes and schemes such as adult disability services and means testing operations policies, and ensure that they are implemented effectively to meet their policy intention.
Duties and Responsibilities
1. Operations Planning
- Work with stakeholders on the operationalisation of the MSF funded disability programmes and schemes and ensure that they are implemented effectively to meet their policy intention
- Engage and partner key stakeholders, including MSF’s Enabling and other divisions, to review service models and standards for adult disability services, and gather ground feedback/input to refine key processes and measurements
- Work closely with policy teams in MSF, as well as operational divisions in SG Enable to ensure smooth implementation of services
- Work with stakeholders to analyse and review operational issues and propose solutions translated to clear operations guidelines and processes to support streamlined and efficient service delivery on the ground
- Plan, develop and implement Standard Operation Process and Manual to ensure proper knowledge management
- Support in the manpower planning and competencies of disability professionals to build capability for the disability sector

Qualifications, Knowledge and Experience
- A good Degree in any discipline, with minimum 3 to 5 years of relevant experience. Experience in operations policy work or work in the healthcare sector will be preferred
- Strong stakeholder engagement and communication skills, with the ability to influence, present, and build partnerships
- Demonstrated ability in project management, including developing SOPs, monitoring outcomes, and driving continuous improvement
- Good analytical and problem-solving skills, with the ability to remain focused on output and to adjust delivery mechanisms to meet deadlines and client needs
- Organised, meticulous, and able to manage multiple priorities under tight timelines
- Adaptive, resourceful, and a team player with a growth mindset and strong sense of initiative
- Proficient in Microsoft Office applications
