Assistant Director / Senior Manager
Overall Job Responsibility
As a Senior Manager / Assistant Director (Data Management and Analysis), you will play a critical role in driving and implementing the organisation’s data strategy to strengthen decision-making, service delivery and innovation. You will lead efforts to establish robust data governance frameworks, improve data quality, and build organisational data capabilities. Working closely with cross-functional teams, you will translate strategy into action — implementing practical workflows, tools, and standards to enable reliable and secure use of data across the organisation.
This role combines strategic planning with hands-on implementation, supporting the organisation’s broader digital and data transformation journey.
Duties and Responsibilities
1. Data Governance & Quality Assurance
- Implement data governance frameworks and processes to ensure data is managed consistently and securely across divisions.
- Operationalise data quality improvement strategies to maintain accuracy, consistency, timeliness and compliance with data protection and regulatory requirements.
- Conduct regular data quality assessments, audits and health checks to identify and address data gaps and errors.
- Review and enhance data management workflows — including collection, storage, processing and archival — in alignment with government standards and best practices.
- Monitor and analyse data quality metrics; prepare regular reporting and dashboards for management review.
2. Data Strategy Implementation & Integration
- Support the development and implementation of a centralised data management framework to enable integrated planning, operations, and service delivery.
- Collaborate with ICT teams and external partners to design and deploy digital solutions that enhance data access, interoperability and insight generation.
- Translate data strategy into practical implementation plans, tools, and guidelines for end users.
3. Analytics & Insight Generation
- Work with internal teams and the Data Community of Practice members to identify analytical needs, define KPIs, and deliver actionable insights to inform policy, planning and operations.
- Design and maintain dashboards, reports and data visualisations to support timely decision-making.
- Support pilot projects and use cases that demonstrate the value of data for innovation and improvement.
4. Capability Building & Change Management
- Build data literacy and capability across divisions by working with Human Capital and Organisation Development Division to curate relevant training and best practice sharing sessions.
- Cultivate a network of data stewards/champions via the Data Community of Practice to embed data practices in everyday workflows.
- Provide guidance and technical support to staff in applying data standards, tools and analytical methods.
5. Stakeholder Engagement & Cross-Functional Collaboration
- Work closely with service delivery, corporate and enabling functions to operationalise data initiatives.
- Partner with external agencies and sector partners on data-sharing protocols, governance and alignment with national data strategies.
- Represent the organisation in inter-agency or sectoral data transformation workgroups where relevant.
Qualifications, Knowledge and Experience
- At least 5 to 7 years of relevant experience in data management, analytics, digital transformation or related domains.
- Strong understanding of data governance, quality assurance and analytics frameworks.
- Proven ability to translate strategy into practical implementation — including policy, process and system-level changes.
- Experience with data quality tools, business intelligence or data visualisation platforms.
- Good knowledge of data protection regulations and government data policies.
- Strong analytical and problem-solving skills with a keen attention to detail.
- Excellent communication and stakeholder engagement skills.
- Demonstrated ability to lead teams and work collaboratively across functions.
