Deputy Director
Overall Job Responsibility
- Develop and execute all strategies relating to transition to work programmes and initiatives for persons with disabilities e.g. school to work, hospital to work, sheltered workshop to work, and enhanced support interventions
- Foster and oversee partnerships and engagements with multiple stakeholders such as Ministry of Social and Family Development, Ministry of Education, SPED schools, hospitals, institutes of higher learning, social service agencies, and business network to obtain support, buy-in and pilot new initiatives
- Oversee engagement with employers and caregivers, and development of support strategies and structures to enable independence for the persons with disabilities and to facilitate integration into sustainable employment
- Review transition to work programmes and initiatives to evaluate the programme impact and outcomes
- Secure funding to enhance the efforts for transition to work programmes and initiatives
Duties and Responsibilities
Transitions to Work
- Lead team in engagements with relevant Government Ministries and Agencies to address challenges to employment by persons with disabilities and manage Transition to Work initiatives
- Lead and oversee development of SOPs, collaterals and publicity materials for programmes
- Lead and oversee a team of job coaches and case managers who are supporting clients in school to work and hospital to work programmes. Roles include:
- coaching clients to learn and perform their job tasks
- working closely with the clients, their employers and supervisors to understand the job expectations
- identifying necessary workplace or process modifications
- designing and implementing job support strategies and services to the clients to enhance their job performance
- working with other key stakeholders such as caregivers to help the clients sustain their employment
- working with the clients and their support network, e.g. co-workers, to address and resolve work-related concerns
- imparting social and soft skills to clients in support of their integration and performance at the workplace
- working with community agencies and hospitals to facilitate return to work for those who acquired disabilities
- working with appointed service providers on interventions to address behaviour issues and work barrier of clients
- Lead team in designing the structure for transition to work programmes and initiatives
- Lead team to review transition to work programmes and initiatives to evaluate programme impact and outcomes
- Lead team to engage and support programme partners and service providers in delivering the impact and outcomes of the transition to work programmes and initiatives
- Ensure that transition to work programmes and initiatives are well resourced through funding, budget and manpower management
- Manage staff appraisal and professional development
Client Servicing
Lead team in:
- Responding to persons with disabilities' enquiries and referrals from grassroot organisations to support persons with disabilities in their job searches
- Work with persons with disabilities, their caregivers and suitable partners to enroll persons with disabilities into the right programs, taking into consideration the complexities of their existing circumstances, to best support them in obtaining employment
- Develop and deliver a high level of service excellence to all stakeholders including persons with disabilities, their caregivers, program partners, grassroot leaders, internal stakeholders etc.
- Oversee and manage job placement and support partners in order to achieve the high effectiveness and efficiency with regard to job placement and support
- Review existing job placement and support schemes as required to evaluate impact, outcomes and resource allocation
Other Duties
- Where necessary, oversee the team in the preparation, calling, and evaluation of Requests for Proposals and Tenders, in line with existing corporate governance rules and finance directives, for onward submission to the Tender Evaluation Committee
- Support Director to build capabilities and capacities of staff, manpower planning and annual budgeting exercise
Qualifications, Knowledge and Experience
- Degree holder with at least 10 years of relevant experience, including leadership or management roles
- Experience in the social service/disability sector or client-facing roles would be an added advantage
- Strong strategic thinking, problem solving and decision-making skills
- Able to perform well under pressure, adapt to changing priorities and thrive in a fast-paced environment
- Detail-oriented and meticulous in maintaining engagement records, generating data and preparing reports
- Resourceful, independent and enjoys engaging with people
- Strong written and spoken communication and interpersonal skills
