Car Park Label Scheme for Persons with Physical Disabilities

This scheme allows eligible persons with physical disabilities to embark and disembark from their vehicles in accessible parking lots by displaying a special vehicle label. This scheme is not applicable to motorcycles. If you are a driver, passenger with physical disabilities or a voluntary welfare organisation (where you use your vehicle to ferry persons with physical disabilities), you can find out how to apply for a label below.

Overview of Class 1 Label

Purpose of Label

To enable drivers who have physical disabilities to use accessible parking lots, so that they have additional space to board and alight from their cars safely.

Who Can Apply

The applicant should:

  • Be a driver with a valid Singapore driver's licence

  • Be certified by a Singapore-registered medical doctor as having physical disabilities that require the use of bulky mobility aids for all outdoor ambulation 

  • Require the use of a larger parking space for getting into/out of the vehicle arising from the use of the bulky mobility aids 

Those with medical conditions such as muscular dystrophy, poliomyelitis and cerebral palsy will be considered based on their needs, not just the type of mobility aid they use.

Examples of Bulky Mobility Aids

Bulky mobility aids considered under this Scheme include wheelchairs, walking frames, and lower limb prostheses. 

Validity

The Label may be valid up to 5 years

Terms And Conditions

  • Class 1 Label Holders can park in an accessible parking lot for any duration.

  • Use of the accessible parking lots is subject to the prevailing legislation, rules and regulations governing the use of car parks or any such requirements by the car park operators and the terms and conditions set forth to Label Holders and any other amendments which may be introduced from time to time.

  • All prevailing parking charges shall apply.

  • The Label should only be used when the vehicle is driven by the registered Label Holder.

  • The Label is non-transferable and cannot be used by any persons other than the registered Label Holder. 

  • The Label is only valid for the period stated and for use with the corresponding registered vehicle.

  • The Label must be displayed prominently on the left side of the front windscreen of the registered vehicle.

  • The Label is only issued to Singapore registered vehicles.

  • The use of the accessible parking lot is on an availability basis, regardless of the type of Label held or whether one holds a season parking ticket.

  • Only one Label will be issued to each Label Holder.

  • Only one vehicle can be registered.

  • The Label remains the property of SG Enable. The Label is to be returned to SG Enable in the event that the Label Holder does not need the Label for the purpose for which it is issued or when the Label has expired.

  • Failure to comply with any of the above terms and conditions, or any misuse or tampering of the Label may result in the revocation of the Label, and the Label Holder may be barred from future application and renewal, as well as risk facing legal proceedings.

How to Apply

Applicant will need to submit the following supporting documents:

  • Completed Class 1 Label application form (Label for drivers)

  • Mobility Report completed by a medical doctor

  • Clear photocopy of the applicant's NRIC/FIN/passport (Front and Back)

  • Clear photocopy of the applicant's driving licence (Front and Back)

  • Clear photocopy of Vehicle Registration Detail(s) from LTA

  • Vehicle Authorisation Letter(s) from the vehicle owner if the vehicle does not belong to the applicant and/or driver(s)

  • Clear photocopy of the Status of Driving Licence from SPF (for drivers above age 65)

Label for Passengers or Voluntary Welfare OrganisationsClass 2 Label

Overview of Class 2 Label

Purpose of Label

To allow a caregiver to temporarily park, not exceeding an hour, in an accessible parking lot so that passengers with physical disabilities can embark and disembark from the registered vehicle safely. Thereafter, the vehicle must be moved to a standard parking lot.

Who Can Apply

The applicant should:

  • Be a passenger

    OR

  • Be a Voluntary Welfare Organisation (VWO) that has registered vehicles that ferry passengers with physical disabilities regularly

The passenger should:

  • Be certified by a Singapore registered medical doctor as having physical disabilities which require the use of bulky mobility aids for outdoor ambulation. 

  • Require the use of a larger parking space for getting into/out of the vehicle arising from the use of the bulky mobility aids

Passengers with medical conditions such as muscular dystrophy, poliomyelitis and cerebral palsy will be considered based on their needs, not just the type of mobility aid they use.

Bulky mobility aids considered under this Scheme include wheelchairs, walking frames, and lower limb prostheses.

Terms and Conditions

  • The caregiver is permitted to temporarily park in an accessible parking lot for a maximum duration of an hour to assist passenger with physical disability (Class 2 Label Holder) to embark or disembark from the registered vehicle. Thereafter the driver must shift the vehicle to a standard parking lot.

  • Use of the accessible parking lots is subject to the prevailing legislation, rules and regulations governing the use of car parks or any such requirements by the car park operators and the terms and conditions set forth to Label Holders and any other amendments which may be introduced from time to time.

  • All prevailing parking charges shall apply.

  • The Label must only be used when the vehicle is ferrying the registered Label Holder.

  • The Label is non-transferable and cannot be used by any persons other than the registered Label Holder.

  • The registered vehicle must not park in any accessible parking lot if the registered Label holder is not being ferried.

  • The Label is only valid for the period stated and for use with the corresponding registered vehicle.

  • The caregiver must adjust the time disc to indicate the arrival time before displaying the label prominently on the front dashboard of the registered vehicle.


  • Only Singapore registered vehicles can be registered to the Label.

  • The use of the accessible parking lot is on an availability basis, regardless of the type of Label held or whether one holds a season parking ticket.

  • Only one Label will be issued to each Label Holder.

  • A maximum of two vehicles can be registered.

  • Only legal guardian may assist the eligibile passenger with physical disability if the passenger is mentally incapacitated.

  • The Label remains the property of SG Enable. The Label is to be returned to SG Enable in the event that the Label Holder does not need the Label for the purpose for which it is issued or when the Label has expired.

  • Failure to comply with any of the above terms and conditions, or any misuse or tampering of the Label may result in the revocation of the Label, and the Label Holder may be barred from future application and renewal, as well as risk facing legal proceedings.
