SG Enable Training Grant for Training Providers

1. Overview of Grant

About the Grant

The SG Enable Training Grant for Training Providers is aimed at encouraging training providers, including companies and voluntary welfare organisations (VWOs) with training capabilities, to propose training initiatives to achieve the following:

  1. Skills training and upgrading of persons with disabilities, particularly in enhancing employment and employability.
  2. Building up the capabilities and confidence of employers in the hiring and integration of persons with disabilities.

This grant is to defray the costs of training persons with disabilities, and is part of the Open Door Programme by the Workforce Singapore (WSG) and the Ministry of Social and Family Development (MSF), to help persons with disabilities seek employment or upgrade their skills. 

There will be grant calls for proposals twice a year.

Training programmes and projects funded under this grant should have outcomes to increase the employability and employment rate of persons with disabilities, upgrade their capabilities and promote inclusiveness and integration of persons with disabilities in the workforce.

 

2. Grant Call Category

 

The grant will provide funding for training programmes or projects under the three areas stated below:

To support training providers in the contextualisation and delivery of training and training-related services for both unemployed and in-employment persons with disabilities.

Training could be in various forms, eg. in-house training, external training or on-the-job training.

Up to 90% course fee funding per trainee.

Provision of training allowance for trainees may be available on a case-by-case basis.

B

Course fee funding to training providers to train employers and/or co-workers

To support training providers in the contextualisation and delivery of training to employers and/or co-workers, build up their disability confidence and capabilities to hire and integrate persons with disabilities into the workplace, and to create an inclusive environment

Up to 90% course fee funding per trainee.


3. Schedule of Grant Calls

4. Grant Applicants

  1. The grant is open to :
    • Training providers or institutions
    • Voluntary welfare organisations
    • Special education schools (for programmes aimed at alumni members or adult non-schooling persons with disabilities)
    • Non-profit organisations
    • Social enterprises
    • Associations
    • Companies
  2.  

  3. Grant applicants must be registered or incorporated in Singapore, operating from offices in Singapore and are financially sustainable to continue their operations in Singapore.
  4. Grant applicants and the trainees must not be receiving other forms of government funding for their proposed course fees and capability development funding.
  5. Grant applicants with experience in training and a proven track record in the disability sector will be preferred.

5. Key Funding Information

The funding criteria for the three categories of grant calls are as follows:

  1. Course fee funding to training providers to train persons with disabilities
    1. Trainees benefitting from the course fee funding and training allowance must meet the following eligibility criteria:

      1. Singapore Citizen or Singapore Permanent Resident.
      2. Aged 16 and above.
      3. Certified of permanent disability.
      4. Not full-time students

       

    2. Unless otherwise stated, all trainees must fulfill a minimum of 75% attendance and meet assessment requirements (if any), and/or other terms and conditions for the training provider to claim funding.

    3. Retrospective funding will not be considered.

    4. Proposals with the following outcomes will be favourably considered for the grant:

      1. Placement outcomes for unemployed persons with disabilities, such as placement into full-time, part-time, freelance, or contract-based employment.
      2. Positive training outcomes for in-employment persons with disabilities such as improvements in job performance, extended employment hours, salary increments, promotions.
    5. Unless otherwise stated, outcome reports should be submitted within 30 days upon completion of the training programme. All other reports are to be submitted in a timely manner based on the agreed timeline.

  2. Course fee funding to training providers to train employers and/or co-workers

    1. Trainees benefitting from the course fee funding must be Singapore Citizens or Permanent Residents of Singapore.

    2. Unless otherwise approved, all trainees must fulfill a minimum of 75% attendance; meet assessment requirements (if any); and/or other terms and conditions to be eligible for training providers to claim funding.

    3. Retrospective funding will not be considered.

    4. Training programmes should seek to enhance the knowledge and skills of employers and co-workers in working with persons with different types of disabilities; and on how to integrate and sustain persons with disabilities in the workplace, e.g., via job accommodation, workplace accessibility and build natural support.

    5. Unless otherwise approved, reports should be submitted within 30 days upon completion of programme or project. All other reports are to be submitted in a timely manner based on the agreed timeline.

6. How to Apply

  • Please refer to the details of the grant listed above and ensure that the project fulfils the criteria listed.
  • In preparation for your project proposal, you may take reference from proposal guide and key information (Listed in Annex A & B).
  • Complete the Application Form and submit the project proposal to SG Enable. Proposals should reach SG Enable by the grant call closing date.
  • Upon receipt of the completed application form and proposal, an acknowledgement email will be sent within three working days.
