Special Student Care Centres (SSCC)
Special Student Care Centres (SSCCs) offer subsidised before and after school care services for students with special needs aged 7 to 18.
From 1 July 2020, the Ministry of Social and Family Development (MSF) will
- enhance subsidies for Special Student Care services to better support families
- broaden the income criteria for means-tested subsidies so that more families qualify for Student Care Fee Assistance (SCFA).

Overview of Programme Special Student Care Centres (SSCCs) provide before and after school care services to Special Education (SPED) school-going students with disabilities aged 7 to 18.
The care services could also include educational support, social and life skills for independent living.
Who Can Apply Students who are 7 to 18 years old can apply to enroll in an SSCC and may be eligible for the ComCare Student Subsidies scheme, also known as Student Care Fee Assistance (SCFA).
To apply, the student must be:
- a Singapore Citizen or Permanent Resident. If the student is a Permanent Resident, at least one immediate family member1 must be a Singapore Citizen
- between 7 and 18 years old
- attending a Special Education (SPED) school
- certified by a medical doctor to have a disability
To be eligible for Student Care Fee Assistance (SCFA) subsidies for SSCCs, the student must:
- have a gross monthly household income of less than $4,000 and a gross per capita family income of less than $1,000 (With effect from 1 July 2020, have a gross monthly household income of less than $9,200 and a gross per capita family income of less than $2,300.)
- have two working parents (this criteria may be waived under some circumstances – please speak to the SSCC for more information.)
The following table shows the subsidies available to students with disabilities enrolled in the appointed SSCC and the fee cap for each tier of household income. Please contact the SSCC directly for actual fees charged.
